Yesterday I heard on TVA that there is a rule in place, since the last CBA, that is rarely used, that even if the ref calls no goal on the ice (like the ref did twice during the Coyotes game) and there was intent to blow, the war room can overrule the ref's call. Something like that, I don't remember the details exactly but is almost never used.
